Design of the 220 kV "Zes-Oyu" switching station at the Oyu Tolgoi mine site
To compensate for power supply shortages and enhance reliability, the Government of Mongolia set an objective to import electricity from the People's Republic of China (PRC). Within this initiative, the 220 kV "Zes-Oyu" switching station, designed to connect the power grids of the PRC and Mongolia, was planned for construction adjacent to the Oyu Tolgoi mine in Khanbogd Soum, Umnugovi Province.
"Shugam" LLC participated in this project as the lead designer and executed the following works:
- General layout of the buildings and facilities to be constructed under the project, and design of flood protection structures.
- Primary circuit design of the 220 kV "Zes-Oyu" switching station.
- Secondary circuit and relay protection design.
- Operational communication, SCADA and WAMS design.
- Comprehensive design of the control building.
- Comprehensive design of the fire protection system.
- Design of the 220 kV double-circuit Overhead Transmission Line (OHTL) connecting the power grids of the PRC and Mongolia.
We provided design supervision during construction and installation. The key challenge of the design was aligning the operational communication and SCADA of the new "Zes-Oyu" switching station, as well as the relay protection calculations and settings for the connecting 220 kV OHTLs, with the standards, codes and regulations of both the PRC and Mongolian power systems, ensuring the conditions for synchronous operation.
